The Budget published on 28 October 2026 brings immigration back into focus for employers, international graduates and overseas professionals. Its announcements could affect recruitment and visa planning, but a Budget commitment does not itself establish an applicant’s eligibility. The practical question is which measures have a stated timetable and which still need detailed rules.

Skilled Worker salaries: changes planned for spring 2027

From spring 2027, the government plans to:

  • Set occupation-specific benchmarks at the 25th wage percentile, replacing the median.

  • Uprate the general threshold using 2026 wage data.

  • Update thresholds annually using ONS wage data.

  • Unify new entrant discounts for students, recent graduates and professional trainees.

  • Remove PhD salary discounts.

Amounts and transitional arrangements remain unconfirmed. [1]

For recruitment planning, avoid treating a lower occupation benchmark as a guaranteed reduction in the salary a particular applicant needs. Employers should check the final requirements against each role before changing an offer or application strategy.

More time to find another sponsored job

In 2027, certain highest skilled workers could receive up to six months after visa curtailment to find work, depending on time in their previous highly paid role. Eligibility details are awaited. [1]

Workers facing redundancy should seek advice promptly. They should not build an immediate plan around receiving the maximum proposed period.

Opportunities for international graduates

The High Potential Individual (HPI) route is to expand to eligible graduates from the world’s top 150 institutions, with a proportional increase in its application cap. [1, 2]

The Graduate visa is also to be set at two years for graduates of universities with strong compliance and labour-market outcomes. This is a targeted announcement, rather than a promise covering every graduate. [1, 2]

Before relying on either measure, applicants should check the formal commencement arrangements, approved institution lists and individual eligibility requirements. A university’s general reputation or ranking alone should not be used to assume that a future application will qualify. The Budget does not specify implementation dates for these two measures. [1]

Global Talent and wider immigration measures

UKRI aims to identify additional research-intensive businesses as host organisations under Global Talent’s endorsed funder pathway by spring 2027. [1]

The Budget also allocates £150 million for additional asylum accommodation sites in 2027–28. [1]

Separate tax measures address trusts affected by trustee migration and double-taxation relief for certain US LLC investors. These require specialist tax consideration. [1]

Final earned settlement rules and transitional protections are not announced in this Budget. [1]

Sponsorship charges: a specific tax exemption

The government plans legislation exempting employer-paid Certificate of Sponsorship fees and Immigration Skills Charge payments from employee Income Tax and employer Class 1A National Insurance. The intended effective date covers payments on or after 28 October 2026. [3]

The exemption would apply before employment starts and even if the visa application fails. It does not extend automatically to other immigration expenses. Employers must still pay these mandatory charges themselves and cannot recover them from sponsored workers. Legislation remains to follow. [3]

Employers should ask their payroll or tax adviser how relevant payments and reporting should be handled.

How to prepare now

Start with the decision you actually need to make: recruiting an employee, renewing permission, changing sponsor or planning a future move. Keep the relevant visa dates and employment plans together, and identify any assumptions that depend on these announcements.

For employers, review projected recruitment costs and roles currently relying on salary concessions. For applicants, leave time to reassess options when the implementing rules appear. Neither an employer nor an applicant should delay an approaching deadline solely because a potentially helpful reform has been announced.
